Ms. Francine Morris is the Deputy Director of the Office of Small and Disadvantaged Business Utilization (OSDBU), at the National Science Foundation (NSF). Ms. Morris serves as the principal point for overseeing and managing the implementation of the various day-to-day facets of NSF’s program to promote initiatives for small and small disadvantaged business utilization. Under the strategic guidance of the NSF OSDBU Director, she develops and implements strategies to support the achievement of annual goals for contracting and subcontracting with small and small disadvantaged business concerns. Ms. Morris spearheads NSF-wide initiatives that advocate for the small business community and promote internal awareness of the benefits of working with small and small disadvantaged businesses. She supports the OSDBU Director in interactions with external federal stakeholders including the Small Business Administration (SBA) and the Office of Management and Budget (OMB).
Ms. Morris has over 25 years of experience in both the private and public sectors.She started her career in the private industry supporting the federal government and was responsible for business development accounts in the Department of Defense and civilian agencies. Ms. Morris also has extensive experience in both managing and owning a consulting firm which affords her great understanding and insight into the challenges of small business owners.
Ms. Morris moved to the public sector in 2010. She accepted a position as a Business Opportunity Specialist at the U.S. Small Business Administration. During her time at SBA, she served in positions of increasing responsibility and was recognized for her many accomplishments including overseeing a critical IT modernization program and assisting in the development and evaluation of regulations impacting the small business program. Ms. Morris has a BA in Business Management, an MS in Management Information Systems, and a Certificate in Leadership.
